This is a tiny 5x7 inch study after "Westminster Sunset" by Albert Goodwin from 1900. There seems to be some overlap and/or confusion here with a similar painting by Turner, but this one seems more in Goodwin's style to me. To be honest, I found the small size a little too suffocating, but I think it was worth giving it a try.
Thank you @davidF, I appreciate you saying so, I thought it had a kind of late 19th/early-20th century look. I meant to make it a submission to the old masters event, but must've overlooked it.
