Dear Lsp,
I experience exactly the same as you have/are.
Serious medical issues kept me from painting for months and only now is the first week I feel fit enough again to take on a painting that can last hours.
Only .... like you .... I kept watching/learning Bob Ross yet cannot feel passion or energy to pick up my bristles and brushes. Motivation is lacking yet also I feel like I have lost quite some experience and knowledge.
My option to fight this will be to start slowly, but surely, from less challenging and demanding creations. So in fact ... taking on easier things and build up that experience and hunger again.

Great question, I feel similar every year after the summer (don't feel like painting/drawing in the summer).
Maybe you want to ask this question again in the forum, I'm sure more people will see it there
